I also know technical communication/instructional writing can be tricky and actually a little alien feeling... you have to make things so clear and often repeat things to the point where it feels like it might almost be insulting to the reader. Don't worry about being obnoxious when it comes to that presenting that information for us... Thanks again!
I took "All parts of the Manic's Expanded Factions mod are standalone packs.
Do NOT run any of them together!" and interpreted that to mean don't run the 3 4tpy packs together with the 3 12tpy packs. I assumed all 3 of each were necessary for the mod to function. Ah geez... SMH.
Well that solves that.
2nd screen here shows the way it's listed on the pop up warning. Sadly I've no idea what to do to try and get that load order correct, and it sounds like that might be the issue. http://i64.tinypic.com/f3f4vo.png

I deleted it all when I decided the 4tpy version worked fine enough for my needs (I mostly play these games in custom battle mode to compliment my CK2 campaigns) but I'll see if I can resubscribe and get some more screenshots.
I took a screenshot of the custom battle screen for reference. It's not just the Welsh factions (though they were the first I noticed) as you can see, Bedeborg, Westmoringas, etc. are all incorrect.

Something I noticed in the process was no matter what load order I assigned the 3, 12tpy packs, when I started the game and get that initial warning, it displayed the order as 2, 3, 1... wheras with the 4tpy it was 1, 2, 3, as you would expect. Not sure that necessarily makes a difference, but it was just something I noted.
4tpy version works fine for my needs anyway, so I've gone with that. Thought I'd mention something tho, especially since I was trying to isolate what might be the issue on my end and couldn't figure out what it might be.
Was there a maybe change made at some point that didn't make it into the mod description?
As for the tech system, I don't really see it being any more of an issue than it is in vanilla. There may be many more turns in a year but the campaign itself still plays out at the same pace. A typical playthrough will still take the same number of overall turns even if it only spans the lifetime of your starting king.
