They aren't NPCs. I just used an animater to take the photos. One day though, that would be cool to see a city full of these guys just wandering about.

Go for it. Edit it. Re-upload it. make it ugly. You do you Jack. The only drawback is you may miss critical or cool updates. I manage a community so updates tend to be slow but I have no intentions of not updating my workshop items.

Just a quick update on the delay of the remaining wastelanders. They will be inputted this friday/saturday. I had to delay it simply because i was having power outtage issues last week due to the storm that my neighborhood.
