In real life the power of these decisions goes to the cities, provinces,fire Depts, states, counties, etc.. depending on where you are.
Or is this just a re-skinned clinic that just looks like a standalone ambulance base.
Also it was a city of 808,419(2019est) (the largest city in the province and still is) that was looking at option (B).
The power of what facilities go where including ambulance bases is no longer in the hands of the city. Now the province makes the decisions so a lot less influence can be brought to bear by a few select people.
Option (B) makes no sense used INSIDE of a city of 808,419(2019est).
Anyway, in CS, every single hospital/clinic has a certain number of ambulances, so I think that all the ambulances bring the patients to the hospital where they "belong" to..
1) The ambulances leaves their base to get to the patient in need.
2) After loading the patent up, then what does the ambulance Do:
A) Drive to the nearest Clinic/Hospital or
B) back to the ambulance's base which can operate as a small clinic to stabilize the patient until they can get the patient transferred again to a full ER.
My RL city ALMOST went with the model described in (B) by retrofitting some clinics to have the equipment safely stabilize the patient and the ambulances would be based there. After the patient has stabilized, then the stabilize would be transferred to a full Hospital.
Thankfully an election put a complete stop to that utterly stupid idea,
My father died from a massive heart & if model (B) was in place, My mother & I would not have known were to go to say our good byes and then approve of turning off the machines keeping his body but not his brain alive.
