Report a translation problem
The caps are set in order of the units list in Notitia.
You may also start campaign using both submods activated (giving AI controlled romans possibility to recruit extra units), but at some point AI will start to CTD due to game's bug (if AI gets possibility to recruit over 99 units which is mostly when they build IIIrd tier barracks), so it is the time submod must be deactivated for AI and eventually you have to reload game (or a turn earlier).
It is not big deal, but it is just nice to meet roman armies with full scope of units.
So assuming - you can add main module and both submodules whatever you plan to play. It is just looking like game is not tolerating that so much units in ONE mod. If they are divided into smaller portions all works ok.
