No because the civs ability has to do with emergencies and loyalty which you need the expansion for.

I can't seem to acquire the unique ranged unit. Its not in the tree and doesn't appear to be there when I get the tech for crossbowman?

@Chimpan'G would there be any conceivable way to convince you to take another Romanian leader into consideration? This is him: https://en.wikipedia.org/wiki/Alexandru_Ioan_Cuza and I'd be willing to provide any kind of info or support to develop this character, if needed. @joakim.westergaard I wouldn't worry about that too much. It seems to appear whenever I add a colour, but it doesn't actually do anything as far as I can tell. When the SDK tools are updated we might get access to the ColorManager DB cache, and then we can see why it's actually doing that.
