For those who think like @Hoshi there's this mod called Workable 4th Ring:

It does what it says, and so far it seems to work perfectly with Zee's mod.
2 quick examples so you can confirm - Oil and Nuclear will say a range of 6 by default in vanilla, check them in the tech tree or build queue and the tooltip for those should say 9 and 12 respectively with this mod enabled.
It says "loyalty pressure affects cities within 9 tiles" while in the mod description it's mentioned it should be 12. I haven't checked other instances of the changes yet.
Loving the mod, it really helps to reduce the micromanagement on bigger maps.
I haven't purchased the Frontier Pass expansion so I don't have access to those files.
Working fine for other civs though.

His answer perfectly reflects mine.
To others - there already are multiple mods that do 4 tiles min distance, and they work just fine (at that increase you don't need the extra's this mod provides; even in the base game many of your cities are probably not rammed together at the min distance; so a min of 5 is where you would actually need to increase the range of power plants and the other things this mod changes.
5 and 6 are too much imo but 3 is too little, 4 seems like a good deal.
Anyway, thanks for working on this, you didn't just edit a single value, you also edited everything else that got impacted by that change.
Sounds like a mod incompatibility. Try disabling all mods except this one and see if the problem persists.

I originally intended to change the Statue of Liberty's range, but the coding for it is really wonky and it was breaking things, so I had to remove it. I was unaware of the Jebel Barka (just had to look it up) as I don't own any of the civ or scenario packs. I'll see if it can be altered as easily as the Colosseum and hopefully its not like the SoL.
