In my experience, if you use this mod and shopping madness (the official mod that randomizes shops) you always find all 3 of these items at the vendor in the pet shoppe. For some reason, the accessory would show up at the casino almost no matter what as well, even after I already had one of it, while they would never appear in pet shoppe after I already owned them.
