Report a translation problem
Basically in the editor you need to right-click the sound cues and set them to "Voice." This will make it so the in-game voice slider can control the volume of your voicepacks. I checked several of your UPKs and they all seemed to have the same issue with the sound cues not having Sound Class Masters in place.

You can also set the filters in the editor to "Sound Cues" then do a shift+click to highlight all of the cues and change them all over at once. That will speed up the process compared to doing them one-by-one, especially as you have so many.
