Nope. Only as a vehicle. You could try the mod that turns vehicles into props, but I can't guarantee it will still work.

You can literally google "Advanced Vehicle Editor" and the first result leads to Cities Skylines workshop page for it. Do some research before asking more questions.

How can you change the style of traffic ? i have some cobblestonestreets now but still modern traffic , so i wonder how i can change it in classic cars ?

There's no one specific way to do that. I spend a lot of time researching old photos and postcards, spend hours just setting up small details on the streets, and if need be, I just create assets for myself that I might need for specific stuff.

the tracks on the street are a standalone network - search "Elite surface tracks" - that have been dragged over the cobble and the lowered using moveit.
