My Armies are hardstuck with replenishing troops from two factions

@C4pture Mod works just fine on my end, but I don't see why this would conflict with the custom lord mod however.
Is there any way either of you could take a look at it and give it a shot? It's awesome in conjunction.

As for lords being level 15-20 by turn 40, that sounds entirely normal with this mod and happened before the patch too. I'd even say they are slightly behind if they're still level 15 by turn 40, you can check on the screenshots above for reference.
But it really depends on whether the lords have been fighting a lot or not and whether they've been dead for too long. If a lord keeps fighting or has xp gaining buffs like queek, they will be higher level of course. The opposite occurs for when they're dead.
Either way, I will check out the patch notes again just in case and I will do a campaign check in a week or two whenever I have time to play.
The mod should be functioning very much the same as before though.
