Totally, just check the SQL file and edit the value the 2 value there :D
It's a multiplier of sorts, so, if you want half the cost, write down 0.5, and so on.
But that frankly would be a weird thing to do, so I expect it to double again. You should have a x4 effect if extended eras doubles costs as well. (I don't know their multiplier)
Extended Eras has a nice approach. Thanks to pointing me out that mod! If I get the time, I will go read its code as well.

Cause the new patch is good overall....but some civs gets crazy boosts to GP.
