The map is only noded for NPCs, it doesn't have any NPC makers. There's a lot of mods that let you do it yourself.

Not on it's own, but you can make one yourself usign nav_generate

It's supposed to be a level transition between ow_breach and ow_breached. I considered merging the two maps together, but ow_breached remains mostly unfinished.

It's still a good map, I found an unfinished room with trains in it and the ceiling to a train station, so I'm curious of what it is for?

That's because they were supposed to dissapear when you were playing as Overwatch so you could see inside them. If it's that big of a problem, I could make them unmovable
