Blender is the software I use, it's free. (I use 2.79b, 2.8 changed something about rendering and I'm too lazy to figure it out). Textures are a little tougher, I already have an adobe account for my work, and use photoshop. You can probably irate-pay an older version like CS2.. I don't know actually. cslmodding.info has a lot of guides specifically concerning skylines modeling.
If you live in Brisbane, you should give modelling a go! I find it relaxing.
I really wish I could have gotten it to work better with the road ending at the entry rather than a long one running perpendicular, though - most of these wharves sit at the end of parking lots, or just in parks IRL
Also that shot of the game flooding you out - JEZUZ, Hal you don't need to be such a bitch :P
