It's not absolutely necessary to translate the books, as being able to work Blackrock is provided by the Blackrock Lexicon, but the Dwemer Journal does provide a clue about a necessary component for the Black Sword.
That should link you to a full list of all the items in the mod with their IDs, as well as the locations of notes and weapons. Bear in mind though, some of them are level-listed and so can only be found in loot or on enemies.
The Jeweled Weapons hail from Ultima 5, where they were fasioned by a blacksmith under the employ of the oppressive dictatorship that had sprung up, and to get them you basically betray your buds. Then of course your reward for that is a weapon that's completely useless.
