That white block is a transparent gap in the diffuse texture file. Resolution is 1024x1024 . It's actually for convenience since I can just use one template and scale it appropriately to the length and width of the sign with correct lane width as well. Of course there are better ways but I'm no expert on that.
I could make them of higher resolution but again I don't know how much of an impact it would be for players. Don't really expect these signs to be all zoomed in when playing normally.
I was also wondering about the massive white block that the sign blanks sit on, was that intentional? The resolution could be upped significantly if you make the textures fill more of the generous texture space they have.
