After doing some testing I was able to find a way to consistently make this happen. It was the 1886 Tang Sight and you press enter and bring up the loadout menu without pausing the game. If you select a weapon or gear slot and scroll up and down the choices then exit it, the rifle will then be drawn with the tang sights down. It seems like the only way to get them back up is to die or respawn and select the weapon again. Kinda weird.
