for one thing, MY opinion is that the core of the class needs changing, meaning class abilities like actives and passives as well as stock having SOME functionalities over nothing! As in give stock weps simple stats to give them a upside instead of "the upside is that the stock weapons do not have the downsides of the unlocks" but that also means that stocks also lack in the upside department.
it would be a simple change for the stock weps. For example, flamethrowers had no airblast when the game was released and Valve added the airblast to made Pyro less braindead. Medic's case is soemwhat similar. the Crusader's Crossbow is considered a good choice because you get 13 shots of burst healing and the only medic primary to do this. My suggestion is to give medic alt fires on the primaries and melees that give burst healing.
They can easily use the Bison animations for Soldier, modified to fit this weapon by having him remove and insert clips.
