if you're only changing the diffuse map, there's no reason for you to fiddle with the .vmts, just leave the upscaled .vtfs like i've said above and it should work
it doesn't have to be packaged in a .vpk to work, unless you're planning to turn it into a package people can download
if you need a normal map just put in 128 128 255 it's literally less work than uploading the mats to some site then waiting for them to churn out "normal maps" which I'm assuming you are doing if you're not using xNormal.
