Im unsure, WH3 is still not out and i've not yet started playing it again.

And then I'll play again and slowly Update, cause I'm not gonna dive into Wh3 until it's done with all Dlc.
And this will not be thh last Dlc - it's being speculated about a Beastmen one...

This Mod has nothing to do with this.

The Situation you describe is like that scripted:
cm:force_diplomacy("culture:wh2_main_def_dark_elves", "culture:wh2_main_hef_high_elves", "join war", false, false, false);
Dark Elves cant join war to highelves - for Highelves the same applied just names changed.
Its really too much to go through and paste it down, maybe ill do it some Time, but i have too much to do with Better AI.

What additional restrictions where applied btw? Crynsos has the data on his page, but I want to know what was changed.
I believe what Vexillum is trying to say is that he cannot attack the Vessels of Chaos (the chaos faction that spawns to attack Vortex races like the High Elves and Lizardmen) and thus cannot do a thing to stop them raiding his lands.

Unfortunately, that is a bug in every version of the game. When the Vortex race spawns these groups, only the faction that spawned them can attack them.

You are not allowed to do Alliances and join war with Chaos Culture as Empire, thats all.

This is not what this Mod is about - this Mod restricts specific Diplomatic Actions and Stances of different Races towards each other.
For Example your cant ally with the Dark Elves as Empire and vice versa.
It does NOT edit Race Relations and other Diplomatic Stuff!
Na dont think so, looks just like a Hotfix, maybe a Week, maybe longer if they gather more Feedback and Bug Reports.
If you really want it much more loreful you would have to use my better Diplomacy Mod, as in the Link Description.
But it takes much Time to update which i havent yet.
Also theres another Hotfix Patch incoming from CA...which they just announced today.
However nothing is set in Stone, as i could change many Things still and im gathering Feedback; so feel free to post Things you would like to see.
Woah, that is a complicated Situation you gotten into there!
Currently it is set that Dwarfs and Lizardmen can be Friends towards each other and join Wars of each other.
So the Problem is more i guess that the Cult of Sotek and the Sotek Dwarfs has negative Relationsship with the Defenders?
If so, that is more a Problem of the base Diplomacy in the Game, as this Mod here only makes it impossible foremost to for Example that Greenskins invite the Dwarfs to Wars etc.
But i wont take it too far, as for Example this Mod does not forbid Dwarfs going to War against the Empire, which is already not loreful at all.
I hoped this mod could prevent it, but it still happens after I've enabled it.
Do you think it is possible to prevent this from happening?

Feel free to look into the Script and create the document - or ill post it here, its easily readily even for someone without any modding or scripting knowledge its self explanation
For Example no Non Aggression Pacts between Dwarfs and Skaven, etc.
