I've updated this mod to version 2.0. It now requires Highlander, and works different in general, read the description to see how it works now.

Not only does it have wayyy more features, but the editing of the .ini to change things actually works! Have fun.

So what you need to do is enter that mod's XComGameData.ini file and edit RefillNumRecruits to 1 or higher. I selected 1 because then the AddRookie command works and I can "cheat" the amount I prefer.
The AddRookie command gives whichever amount RefillNumRecruits is set to each time. The Long War mod sets that to 0 so nothing works without an edit..
Yes it can, but I don't do vanilla mods and never will.

Dunno, depends on how that mod works. This mod simply calls the original method for adding recruits that normally activates once a month
