On the model from New vegas he dosen't have the shoulders, also its not even "power" armor, due to not being powered, hence the fact you can wear it without the Power armor training perk.

Also I miss the server it was my #1 server to play on but once i could not find it i was very VERY sad that it shut down but now that i hear that its getting ready to re launch i am less sad but not happy. why? i have to wait a month or so for it to re launch.
