Except yes, that's what it does. It even says Spectating <grid name> when it's active.
Again, Numpad+Multiply. What you meant is Shift+MMB which "copies" the target's current direction and speed to the spectator camera but doesn't also keep them in sync. Try having your facts straight before engaging in an argument. Or, if you can't do that, try a platform where facts don't matter. Like reddit or something.
