Then there were requests here and on deadlystream.com , I keep a list of those requests. I don't turn all those requests into mods, mostly those that appeal to me or those that don't take too long to do.
I wouldn't attempt huge projects by yourself, that could take years and you might want to have a life, a job, things like that. You would need to learn to mod almost every aspect of the game that can be modded. There's a reason why some of the big projects stranded.
Some big projects did make it, like TSLRCM, but that took time and a team of people. Hassat Hunter, one of the developers of TSLRCM & M4-78EP is active here and on deadlystream.com , perhaps he can tell you more about undertaking such big projects.
Where you can't really go wrong with is spending time on learning more about modding, reading tutorials, seeing how existing mods work, experimenting with the modding tools, testing modding experiments, etc.
Creating smaller mods is great fun too and seeing results can be so satisfying that you'll want to do more. I'm sure it will also give you more insight into what it takes to do those big projects.

Sorry, the rest of your request is a major headache. Even adding one item to an existing container is a pain in the behind.
The Exile is supposed to go around incognito on Telos, Nar Shadda and Onderon, but I can’t tell thugs off while wearing boring clothes with no stats. I need to look like a non-jedi badass who could still force throw those little pricks!
I want the Exile to have his/her own unique outfit. It would be found either on the Ebon Hawk (as Kraia undressed the Exile to treat his/her wounds) or on the Harbringer (together with the armband).
-Restricted to the Exile only
-Able to use force powers
-Upgradable
-Balanced stats
-Description/story to go with the garment
-Look like the Scout outfit from KOTOR 1
And if you don’t feel like doing all that just make your old Scout Jacket mod available for females too. Please!
