It would be nice to have lower value like 1 for cumulative penalties or have a cap on it. Right now the non-cumulative feels too small, while cumulative feels too much.
Do they cancel out each other?
I feel something isn't right, maybe there's negative penalty but the positive overcomes the negative.
Ekrund is a fallen Dwarf hold. During -1498 IC by Warhammer 1st Edison.
Then the hold be taken by disgusted high elf so you get -400 prejudice LOL.
For conflicted regions I do have a suggestion, bit of a weird one but Karaz-a-Karak.
HE, (maybe DE too, but only naggarond/malekith), as got the war of the beards and as a result the phoenix crown rests in the dwarven loot hoards there. IE, like I'm just getting through the Empire now after the chaos invasion, but would make sense as Malekith, after already taking Ulthuan, that's my ultimate goal in old world, last thing blocking Malekith from "legit" rule of "his" lands lol
Added mid-game, your mod removed Great Power, but did not replace it with any penalties. After several turns afterwards, none appeared. Playing as Oxyotl on Vortex.

For example when I start a game as Grom, I will receive all region/culture penalties from the High Elves like if I were the AI Grom who's normally located over there.
The Bretonnia AI on the other hand has not the slightest problem with me starting in the middle of their beloved homeland.
Is there a way to fix it so the penalties get applied correctly for startpos-shifting factions?
