Is there a way to tweak the file to change the capacity to 24 instead of 18? Would you happen to know which file it is?

Load order: bogie set must be before (lower number) in load order.

wagon didn't show up for me, only found today that I had to change load order.
(in options menu for mods : where the mod number is on the right side over mouse over it and you can see the load order and click the arrow up)
