Specifically the butterfly recipe. Butterfly can be crafted with 3 petals and right clicking it on the ground plants a flower.
Yes.
It just so happens I've already created something for that:

It lets you craft a butterfly, which is put into your inventory then you can plant it to make a flower. Incedentally, with the same mod, killing a butterfly also makes it drop two petals.
In the description is a link to a variant of the same mod on the Klei forums that breaks down that one big bulky mod into smaller mods so you can pick and choose which you want to be enabled.
It's also worth noting that 'homeless' bees will automatically make new flowers when there's at least 6-10 other flowers nearby. And 'homeless' is the term used to decribe a bee that doesn't return to a hive or bee box under normal conditions, such at night fall. To make a bee homeless, just capture it with a bug net and place it back on the ground. Bees that come from bee-mines are also homeless by default.
@Mr Macky
I'm kind of taking an extended break from modding Don't Starve for a few reasons. One reason is because every time I run it now, I don't think about how much fun I'm about to have playing it but instead how frustrating it is to troubleshoot mods. It's fun when they work but those error screens are forever burned into my memory now.
