The gas mask with the right filters (which gamewise can be considered to be the right ones) will prevent you from inhaling or getting the virus through your orifices (tough you could probably lower the gas mask to 90 - 80% since open wounds can still be a factor for infection.
But the Hazmat suit ?
You shouldn't be capable of catching the virus even if it's 00,01% of chance, you should be 100% protected.
Is the 99.99% because of the mod's limitations ?

the convars are what decide the delay between disease stages, shorter stages means less damage overall but if you want to make it so people are sick quicker set wuflu_asymptomatic and wuflu_symptomatic to a few seconds if you want something that starts fast
i think the "flying death" comes from a applydamage(100000) function but it's only applied to NPCs, players are killed with ent:Kill() function, strange because i didn't see that happen on me, NPCs or others. do you have some kind of mod?
Also the virus takes too long before it actually kills anyone, requesting a shorter time span, that or a time convar.
I know that there is no cure for COVID-19 but can you do something like that
