You were right about uptown and mayoral city, but downtown do have bartenders.
The reason for that, i assume, is that uptown is not supposed to have bars, so bartenders are replaced by clerks, and I didnt tag my chunks as Bar.
It's done and fixed now. They wont appear in uptown anymore.

For downtown, uptown, and the area after (mayoral city) the bars have 'clerks' in them instead of bartenders. So i am unable to buy a round for the patrons. Just wanted to give a heads up in case it needed to be fixed.
