In an attempt to fix some of the issues in this addon, I made a remake.

I GOT IT! The soundfiles that were slowed down were in stereo instead of mono! The game is so old that it doesn't treat stereo audio files like normal people and only accepts mono files!
You don't need to do the sound.cache thing.
Just convert all of your new soundfiles from stereo to mono , make sure that you export them as such in 44.1k sample rate (project rate) and 16-bit rate (again, 10-year-old game that doesn't use 32-bit rate like a normal person). You can do this easily using Audacity, which you probably have used a lot before.
I'll be looking forward to playing this game with this mod in its full capacity!
It could be an issue regarding soundcache.
"Build sound.cache for the addon using in-game console: snd_buildsoundcachefordirectory ../left4dead2/addons/<name of VPK addon folder that will be packed into a VPK>. This command will search for a directory called sound and create a file called sound.cache within it."

I've looked into the vpk files for you addons. It seems that there are unnecessary or somewhat disorganized folders within the [Part 1] addon mainly:
"zombat", "terror", "pzattack", which are filled with 1KB sound files that do not play any sounds,
"undeath", "the_end", which contain the same sound files from the original, with "the_end" containing a much quieter version of such, and
"st_music", which contain sounds that are too quiet for the players to hear.
If you either remove or reorganize the aforementioned files, I feel like you would be able to bring forth your vision of horror better, since we are experiencing custom sounds that are not playing when they are supposed to.

It doesn't replace any special infected sounds or themes. Actually, this mod mutes the special infected theme.
And some music are muted to give the game a better horror atmosphere.
I will not disappoint, I will start the development of the the full version soon. And I will probably change the infected sound to something more scary, so it might take a while to finish it.

You can use vpk.exe to see what sounds i've edited :)
And I saw some bacteria issues that i'm trying to fix it, sometimes they play, sometimes they not. I don't know why but i'm looking for a fix.
