The city file is located here: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2054196925 Be sure you have the DLCs required. You can run the game without University City Content Creator DLC. You will just have lots of empty house spots, but they will grow again if you zone them.
