Can these units be used as General units?
In in that order, before there were no real marines just regular troops stationed on ships or entirely made up of on sailors.
Though, how come I haven't seen any other units from TW: Rome 2, with "marine" in its' name?

Marine infantry are part of militaries from all over the world, not just the US. For example, the UK has the Royal Marines: http://www.royalnavy.mod.uk/The-Fleet/The-Royal-Marines
