All that being said, If you are interested in learning how to work with AI, then you could give it a try yourself and if you feel like it meets the quality of this mod, I'd gladly help you bring it to Isaac, either on your own mod, if you also want to learn the Isaac api, or just adding you here as a contributor.
For reference, this mod, back in the day, was made in a single afternoon.
There is the duckAI version of the Ultimate announcer but it.....it's not good.
