Good god this is actually very OP if you just snag as many systems as possible and drop the armies in, and then turns into a nightmare when paired with Potent Rebellions - or a perfect dream if you can manage the dissatisfied primitive pops and you can just enjoy watching all the empires around you constantly lose systems to rebels. This is actually awesome to see the galaxy constantly and rapidly changing as new empires are constantly spawning and old ones being torn apart or having to adapt to survive
This is the first time I've gotten to bear witness to Fanatic Purifiers receiving an appropriate response because they took more primitive worlds at once and it's simply incredibly beautiful.
