Diversity is not automatically generated. The game has a high preference for 4x4 assets. If you paint a large area green the game will try to spawn as many 4x4 residences in there as it can. I advise painting smaller, isolated areas of various sizes, such as 1x2, 2x3, 3x4, 2x2, etc. When buildings grow you can add props (fences, shrubs, trees, etc.) to create "yards" or you can fill in any empty zones next to the buildings for a more dense neighborhood look. Also, each growable asset has various levels. You need to allow them to level-up, and they will change appearance (unless you make the building historical, in which case it will level up but will not change appearance). If you do not want to wait you can try Force Level Up mod. Have fun!
It should grow level 1 buildings of all sizes, but some sizes may be missing from level 1 (either not included or an asset previously on the workshop changed or removed and now missing from the Collection) ... so are you trying to zone 1x4, 2x4, 3x4 in addition to just painting large areas?
If you paint large areas the game will seek to spawn almost exclusively 4x4 buildings. Therefore, if you control the size of the zoning by painting in smaller sections as I described above then you can force the growing of the smaller-sized assets.
If the problem is with 4x4 assets in level 1, though, then it will need repair - so please give me some more detail so I can troubleshoot this.
FYR, I don't use RICO or PTG and am looking for a district style with only building models

If you want to tell me what assets you see as "missing" I can double check and see if they are missing from this Style and Collection or if it is most likely just your computer failing to load them (you may have too many assets, not enough RAM, or another issue).

It seems some levels are missing though, so some buildings are stuck in lvl 1 although e.g. lvl 5 is available but no lvl 2. Is that intentional? How do I get lvl 5 buildings?
Did you go to the Collection and Subscribe to All?
