I think it's this mod...

I think the tooltip should note that adding a building slot reduces stability by 1, per upgrade. I, ummm, sent my stability into the gutter. :-)

How exactly does this mod work? It doesn't appear to work for EaW, and I wanted to see if it could be fixed.
