Click "Slums" then on the next page click Subscribe to All and wait until it finishes, then launch the game.
Of course it works.
Also, many assets are smaller than 4x4, so if you just paint a large area for residential then the game wants to exclusively spawn 4x4 sizes. Try experimenting with various, isolated sizes, such as 2x3, 2x4, 1x2, 1x4, etc. Leave spaces between assets and fiull those in when the spaces on either side develop into a building you want.
Lastly, the residential assets here are predominantly High Density, I believe. This is for a city slum. If you are trying to grow assets in a Low Density area that may be why nothing happens.

Try running the game using the launch option --noWorkshop (include the two dashes) and see if your game boots up better/faster. That will tell you if it is the number of assets causing an issue.
Also try running the game with the launch parameter --disablemods and see if the problem is gone. (again be sure to have the two dashes before the command)
To use a launch option, right click on Cities Skylines in your Steam library, and choose 'Properties', and on that window you will see a blank to enter launch options.
*NOTE: When using these trouble shooting methods, always load into a test map or an old save that you don't care about, not your good-save of your current city, so that it doesn't break your good save. I alway make two saves when working on a project, just to be safe.
