Just to run the usual checks:
You need to be on Definitive, not classic for my mods.
Make sure it's enabled in-game too.

Running any other mods that adjust level ups/talents, etc?

I'll add myself to the list of people interested in @rawester2 idea. Thanks for your work by the way am looking forward to playing with your mods once you get the lite version going

Unfortunately been quite busy but its on the To-do list. The other civil idea ended up going up same day as a I already had all the information I needed, but talents will need me to re-check things.

I'll get it out at some point I'm sure but probably not the next few days at least.

Can we have a lite version that talent growth is every three levels.

Luckily I had the same question on a very similar mod literally the other day, the answer is basically that it can't add retroactively as Divinity doesn't check what previous levels should have given you - but the mod is fully functional for any levels that occur while installed (provided this one specifically isn't bugged anyway, but given my similar mods are fine, that'd be an extreme outlier)

How it works brief:
It (the game / the game with mod) basically just checks what the level you get is meant to give you and then acts accordingly for that moment - so no on retroactive, yes on future

Love it, did notice it didn't seem to work retroactively for existing characters, though seemingly worked fine for a new one. Will see if that changes on level up, haven't leveled up yet.
