The rating system is for the users to gauge the potential quality of a mod relative to other mods on steam, not relative to the price of purchase. If I offer to give you something free are you going to wonder what it is? Yes, because you're not keen on wasting your time even if it's technically "free" (nothing is ever actually free, even if there is no price in currency)

Steam Workshop rating system is pretty unfair although I don't see asset creation as a race, where you have to compete against others just to have your assets in pole position. There's no prize at the end and I don't think this is the point of creating models for the community.
I just enjoy spending some time creating models and if they don't get 5 stars or reach the top position who cares?! In any case I had fun during the making process :-D
This is just my own philosofy about this crappy rating system lol
