+10 to all cities is a little broken, sadly, because I would feel like I'm cheating using that. Maybe +10 to this city, and +5 to others, or a weakening bonus with distance, or weaker for cities not on the same continent?

I don't think it's OP. You get a Great General, decent Culture but not much that late in the game, +1 GG pt (peanuts at that point -- I'd buff this to +2), and an insane amount of loyalty that accurately reflects how most people felt in the Soviet Union at that time, If anything MAYBE i'd nerf this down to +10 in a 12 tile radius (or maybe it decays by +5 every era) BUT, in the final analysis, it's a WONDER. It does wonderful things. (And it better for the amount of production it costs.) And it's size is fine. It's on a scale with its impact. I think it's a well-rounded and cool late-game mod. Well done, and spasiba, tovareesh.

Tell me, in May of 2022, does this thing work as intended? I mean, after updates and NFP? The Soviet Union certainly doesn't.

Great idea for a wonder, however the yields are way OP. Something more like " Grants a Great General (if available). City that owns this wonder is always 100% loyal, +2 loyalty to all other cities in your empire. +5 Culture and +5 Tourism per turn to this city (on top of base wonder tourism). +1 Great General point per turn". That would be much better balanced and more accurately reflect the effects of the real wonder.

@rogersallen41 Well when you're measuring a statue you measure the statue, not the pedestal. The Statue of Liberty is only 46 meters
This outdated anyway, the largest statue was completed in 2018 of Vallabhbhai Patel a Prime Minister of India measuring over 182m!!!

Lady liberty with her pedestal is the tallest
(motherland calls) 85 meters = 278 feet 10.457 inches
(lady liberty) 93.1164 meters = 305 feet 6 inches

So if you're still in the market for an alternate effect for this wonder, something like, "+25% Prod to Melee units and recieve Great General points whenever one of your units or cities is attacked equal to 1/10th the CS of the attacker," seems more thematic; something that rewards/encourages defensive play and helps rally an army, rather than a Loyalty bonus.

com on loyalty it's not realistic, if you change on 5 is more fit!

个人感觉送大将军点数的奇观性能和决定了斯大林格勒战役胜利天平倾向的苏联强大的动员能力不太搭调。改成被人宣战期间不会因为任何原因产生厌战度或者领土内有敌人的城市部队产能提升会比较合适（就是不知道代码上是否能够实现）。

I read a few comments, and I agree.
making the loyalty an AoE of something like 6 or 9 tiles, is better and more strategic.
And maybe change the culture into production?
Making the wonder basically a great coloseum, that gives loyalty and production, instead of amenities and culture.
