"Upgrade Icons Only for Primaries". Unchecked that and everything started working perfect.

The mod doesn't hard require Mod Everything Reloaded. You could also use Robojumpers Squad select with the MCM option for "show upgrades on primaries" to OFF.
Other than that you would need to edit either the Ballistic Shield mod or another 3rd party mod like WSR, CUS or Template Master to give the shields slots.
look for additem, then the template name (see discussions)

If you're using Odd's Campaign Tweaks, its Weapon Skin Replacer config sets the number of upgrade slots for a variety of items to zero. Changing those values to the desired values should fix the issue.

Shield Mount
Confers an aim bonus to your primary weapon (same as the Scope, but on a Shield).
As if your character is stabilising the shot with the shield itself, but because of the innate aim penalty of Shields, it mostly acts to just offset the negative.
Phalanx Build
Transforms the Shield's cover bonus from Low to High, but lowers mobility by an amount that levels with the quality of the mod.
Pure suggestions, shots in the dark I know. But I think it'd be neat if you ever do touch up on this again. This mod makes Shields much more viable!

The shield mods are not dropping for me at the moment; I have melee attachment installed as well and drop works properly for that mod.
