I think that's not really realistic, this type of mill, with the accessible top part, was used for the milling of grain. Water mills like 'wipmolens' were bigger and were accessible in the bottom part of the mill.You can do these edits yourselves by using mod tools and dumping the asset, but I won't do that.

You should convert it into a water pump, IMO.

Nope, I can't animate. It does not have a function ingame. It functions as a park, but it does not draw visitors and doesn't require road acces.
