Firstly, I don't understand lore for HECU or Black Mesa. But what I do know is that 'Shepard' sounds like General Shepard from COD MW2. (Maybe it's just me, lol)

It is an Alien Grunt, although it's exceptionally hard to notice in-game, you can also hear hornets being discharged amongst the gunfire.
