Also did it in reverse and got the same results. It seems like it is the ESG 1.5 mod that impacted it.
A note that the mods both work together if this mod is enabled after Endless Moons
Maybe you have another mod that manipulates the galaxy generation at game start? If so you could play with the load order and make sure it loads before this one.
If you mean broken in the sense of the very starting system not being 5 planets then it is hardcoded into the game sadly as I explained in the description.
''Only 5 planet systems aside from the starting system and quest systems'' wasn't as sexy a name I thought and opted to put the clause in the mod info.

Indeed; any mod that changes more than just visual stuff unfortunately disables achievements.
If achievement hunting: best bet is to play unmodded until you get the achv you are after.
Gameplay mods like these are just there to have fun and expand on the game. :)
