The effect was done in Audacity with these exact values:
[Equalization] 24Db at 1,000Hz
[High Pass Filter] 1,000Hz, 12dB Rolloff
[Pitch Change] -9.979
If you don't want your ear drums to be blown out, apply a limiter afterwards.
I'm going to be going through the voice lines and adjusting the volume, which is hopefully something you're glad to hear. Not sure how much I'm going to tweak the general dialogue, since it sounds fine to me personally, but I'm definitely going to be adjusting the cutscene dialogue.
As for your other request, you are indeed right that that would be a lot of work, ha ha. It's definitely a possibility, although it's probably only something I would do in the future.
I personally think the grunts sound way too loud in Star's mod, *especially* unique dialogue, but I love the on/off sound in Star's mod.

Definitely possible. I suppose I could link a VPK that does not include the unmasked dialogue in the description for those off put by the contrast between the masked and unmasked grunts.
