It means it accepts a category of Stuff. Those categories include Fabrics, Leathers, Stones, Metal, and so on. This is how, for example, you can have a Pigskin Parka.
Even the slightest boost in reload speed (Between 3-5%) could make the difference between having a rag-tag militia or having a well-trained fighting force worthy of the King's uniform.
That said, there are some things that could definitely fit everywhere. I would definitely give the Fancy Breeches and the Fancy Hats, etc., the Royal Tag so that the Shattered Empire can spawn with them. I think it would also be cool if they sell them.
In fact, if you want to go so far, you can even make a XML Patch that causes a new Pawn Type to put a person with your clothing into existing Factions .
The first one on my mind is the Vanilla Factions Expanded Medieval Mod. As there is nothing between the Industrial Revolution and the Agricultural Revolution in this Mod except Medieval, this stuff belongs there, in the Medieval Technology Tier. You can create a set template that a Pawn always calls from (e.g. how the Shattered Empire creates the Bestower versus a Cataphract) and give him your stuff.
In fact, using XML Patches to inject it as a Pawn Template might be even better than just making a dedicated Faction.

Although it seems at least in my game almost every pawn that enters the map is wearing some piece of clothing or gear from this mod, I'm not sure if this is a ME problem or if its the mod but could you let me know please? Thanks.
