Is it normal that with countries such as luxembourg, the inside is completely blank? not white blank but when you zoom in there's no colour at all

This mod looks really nice I really like it. But, when I put my air-wings on exercise there's a glitch in which a large square appears flickering constantly around the area where the air-wing is training.
