That's right. after connecting foot path to the helipad all the helipads are working very well and a lot of people using these helipads now.

Now if this could somehow connect to an airport concourse from the new DLC....

Had the same issue. The solution is to draw a path from connecting road into the helipad and then cims will use it. You'll obviously need mods to do that.

Maybe I'm doing something wrong. But no passengers are using the helicopters. If I switch for the in-game I have plenty of passengers. Can someone help me?

Not possible as they still need services such as police, fire, and garbage disposal.

I haven't seen an option @terrencemc123 and for these you need to draw a path into the heliport area for cims to access. Noticed without cims would not trave using these stops.
