That's the default model. Toggle on the console command in the description, and you'll have your wish.

It's more likely the chef hat came first, and they used it as a placeholder to experiment.

Wow, the chef hat originated from this. That's really cool. I never even heard of valve doing this, or the "npc_citizen_insignia 1".. You learn something new everyday. :steamthumbsup:
