That fixed it. I can confirm the scoundrel works and bastila works, just not same time. Which is perfectly fine with me. Really appreciate you being so quick to respond!

Ok, i uninstalled and physically deleted the entire game folder. Reinstalled. The only mods I have are the restored content mod, one your hair fix mods (ph06?) and this mod. Started a new game, soon as I'm out of the kolto tank did giveitem scoundrel, and I get the same texture mess as before. For fun I tried your bastila robes mod, did the same giveitem a_robe_49 and I also get a texture mess on what appears to be the exact same mesh/model.

I'm positive its a mod conflict. I'll reinstall the game and the mods one at a time for the next run. Thank you for you help, much appreciated!

Aw, strange.
I'm almost out of ideas.

Recently someone had issues. It turned out that he changed where Steam installs the game and he was looking for issues in the previous location. Could that be the case?

Also, when you go to this game's workshop, right from your avatar, there's a way to get a list of all the mods you are subscribed to. It might be worth checking that list for possibly conflicting mods.

I deleted everything from the override folder that had the same name as the files in your mod folder. Re-loaded the game and same weird texture. Weird.

Then there's your problem.
This mod has a Steam Workshop folder with the same file in it, apparently the one in the override folder gets precedence while the texture does get "seen".
It's pretty much impossible for me to tell you where the one in your override comes from.
It's not from the mods you mentioned.

The texture for the scout armor doesn't fit the mesh. I'll load the game and see if I can take a guess as to what armor it might be.

texure loads but its like the mesh doesn't match. I'm using the HD texture overhaul and movie robes. Any idea what the conflict is? Can you provide the file needed to stick in my override folder to fix it?
