Please test it for me - if it works, Ill fix the rest until/if Murgh comes back.
If you have already researched Recycling, it is reversable. To remove it, open up you save file located at
C:\Users\username\AppData\Local\Introversion\Prison Architect\saves
Open up your .Prison file, and search for "RecyclingIncentive"
Set the process value from 1.000000 to 0.000000
Dave and reload your game and prison. Recycling should be not researched.
Worked for me, and now the mod is working as designed.
Go to your
C:\Users\username\AppData\Local\Introversion\Prison Architect\mods\-1911517832\data
and open "reform_programs.txt" in notepad.
Remove the following lines: (Note the line before you delete as the line number will change)
11: Equipment None
34: Equipment None
49: Equipment None
This will allow the mod to function as normal, if you are using the prison forestry mod as well, this will fix that too, same with the Manufacturer 4.0 mod.

You can copy and paste this into your current reform_programs.txt, or just download and overwrite the current one.
